well functioning land and landed property market, the sustenance of a robust free market economy and for building transparent and accountable land administration system that ensures the rights and obligatiolls of the lessor and the lesse

WHEREAS, it is provided by the Constitution of the Federal Democratic Republic of Ethiopia that land is a property of the State and the people of Ethiopia and that its use is a subject of specific regulation by law;

WHEREAS, for the last few years lease has been in place as a cardinal land holding system to transfer urban land to users to the extent possible and in accordance with Master Plan;

WHEREAS, as a result of the bitter struggle waged by the Nations, Nationalities and peoples of Ethiopia, it is confirmed in the Constitution of the Federal Democratic Republic of Ethiopia that the right to ownership of land is exclusively vested in the State and in the People;

WHEREAS, Article 52(2)(d) of the Constitution provides that Regional Governments are empowered to administer land and other natural resources in accordance with Federal laws;

WHEREAS, it is confirmed in the Constitution of the Federal Democratic Republic of Ethiopia that the right to ownership of land is exclusively vested in the state and in the people;

WHEREAS, it has become necessary to sustainably conserve and develop natural resources and pass over to the coming generation through the development and implementation of a sustainable rural land use planning based on the different agro-ecological zones of the country;

WHEREAS, the government needs to use land for development works it carries out for public services; WHEREAS, urban centers of the country have, from time to time, been growing and the number of urban dwellers has been increasing and thereby Land redevelopment for the construction of dwelling houses, infrastructures, investment and other services has become necessary in accordance with their respective plans as well as preparation and provision of land for development works in rural areas has become necessary;
